It just loads the bare minimum software necessary to get into the unit.
If your machine seems stuck in Safe Mode, your Volume Down button may be broken or stuck.
This didnt work for me.
Instead, I get a Warning screen that prompts me to install a custom OS.
Why do I get this?
Cancel out of that screen.
You held down the Power button a little too long.
